In a cygwin shell do=20 export GTK_SETLOCALE=3D0 then test lablgtk2 in this shell. You may alternatively set it globaly as a fresh env Win32 variable = through D=E9marrer/Panneau de Configuration/Syst=E8me/Avanc=E9/Variables = d'Environement/Nouveau.
